It tests memory, not mechanical skill

You already know how to recover refrigerant and pull a vacuum. The exam does not test that. It tests whether you know the specific numbers and rules the federal regulation attaches to that work: recovery percentages, evacuation levels, leak rates, recordkeeping windows, and which refrigerants are restricted. That is a memorization job, and it rewards focused study over years of field experience.

Why capable techs still fail

The single biggest reason is that the four sections blur together. The recovery rules, pressure thresholds, and recordkeeping requirements read almost the same across Type I, Type II, and Type III, so it is easy to apply a Type II number to a Type III question. A tech who studied hard but studied the rules as one undifferentiated pile will miss section-specific questions they technically knew.
